For the first time Pennsylvania should fund public defenders

Public defenders are champions of justice, ensuring every citizen receives the representation they are entitled to. They do that work despite often being underpaid and under resourced. Pennsylvania is one of only two states in the nation that provides zero state dollars for indigent defense.That's not a list we want to be on. That's why I am proposing today--for the first time--we make a $10 million investment in public defenders, this year and every year going forward.

Helped create statewide Police Misconduct Database

Josh led the coalition to create a statewide Police Misconduct Database in Pennsylvania, requiring local police departments to submit red flags filed against police offices and check the database for misconduct claims against an officer before hiring them. Josh brought members of the Legislative Black Caucus and law enforcement leaders together and Pennsylvania became one of the first states to enact bipartisan police reform in the wake of George Floyd's murder by a Minneapolis police officer.
