Reform parole board; create process for removing members

SB17: PAROLE & PAROLE BOARD CHANGES

Summary by Source NM, February 18, 2025Senate Bill 17 introduces evidence-based practices when the board is considering whether to release someone who is serving a life sentence in prison. SB 17 also clarifies crime victims' role in its deliberations and creates a process for removing members to protect their political independence.

Veto message, March 22, 2025: Let me say at the outset that I support modernizing the metrics used by our State Parole Board when considering applications from inmates. This legislation, however, created an unnecessary set of obstacles when it comes to removing members from the board.

Legislative Outcome: Passed Senate 38-0-4 on Feb/19/25; State Sen. Steve Lanier voted YES; passed House 63-0-7 on Mar/17/25; Vetoed by Governor Michelle Lujan Grisham on Mar/22/25.
