Josh Shapiro on Health Care

Implement universal postpartum screenings for moms

When it comes to postpartum depression, moms in need aren't getting the help they deserve. So I'm directing the Department of Health to work with health care providers across Pennsylvania to implement universal postpartum screenings for moms; Train doctors, nurses, and health care professionals on how to more quickly identify postpartum depression; Speed up referrals to mental health professionals when a mom is diagnosed; And create a resource hub where families can go to find more information.

Ensure that mental health benefits are covered fairly

For too long, mental health has been an afterthought. There's been a stigma associated with people asking for help and this building addressing it. We're going to restore full funding for our county mental health programs, so people have resources to turn to in their own community. I've directed Acting Insurance Commissioner Humphries to make mental health parity a true reality here in Pennsylvania and hold insurers accountable so that mental health benefits are covered fairly.

Brokered deal between insurance companies to expand coverage

Mr. Shapiro's opening speech aimed to frame his candidacy as a fight against the powerful on behalf of the people--like he did as attorney general against the two companies atop some of the skyline's biggest buildings, he said. He was referring to his role in hashing out an agreement between health care giant UPMC and its longtime rival, Highmark, that resulted in a decade-long pact giving many Highmark insurance members in-network access to UPMC doctors.
