Howard Mills on Social Security

Invest up to 5% of payroll tax in personal accounts

I support legislation to prohibit Congressional raids on the Social Security trust fund. I also support the proposal where workers could save and invest 5 percentage points of the 12.4 percent Social Security payroll tax in their own personal accounts. Under this plan, personal account contributions would not be tax-deductible, but investment returns would accumulate tax-free and retirement benefits would be tax-free.
