Apologize for bad acts, but don't apologize for our values
Q: The Romney campaign talks a lot about no apologies. He has a book called "No Apology." Should the US have apologized for Americans burning Qurans in Afghanistan? Should the US apologize for US Marines urinating on Taliban corpses?
Oh, gosh, yes. What we should not be apologizing for are standing up for our values. What we should not be doing is saying to the Egyptian people, while Mubarak is cracking down on them, that he's a good guy and then the next week say he ought to go.

Equivocating makes our enemies more likely to attack us
RYAN: We should have spoken out right away when the Green Revolution was up and starting, when the mullahs in Iran were attacking their people. We should not have called Bashar Assad a reformer when he was turning his
Russian-provided guns on his own people.
We should always stand up for peace, for democracy, for individual rights, and we should not be imposing these devastating defense cuts, because what that does when we equivocate on our values, when we show
that we're cutting our own defense, it makes us more weak. It projects weakness, and when we look weak, our adversaries are much more willing to test us, they're more brazen in their attacks.

Confident exercise of US leadership keeps peace in Mideast
Peace, freedom, and civilized values have enemies in this world, as we have been reminded by events in Egypt, Libya, and Yemen. [Our enemies] are extremists who operate by violence and intimidation. And the least equivocation or mixed signal only makes
them bolder. Look across that region today, and what do we see?
Amid all these threats & dangers, what we do not see is steady, consistent American leadership. In the years ahead, American foreign policy needs moral clarity and firmness of purpose.
Only by the confident exercise of American influence are evil and violence overcome. That is how we keep problems abroad from becoming crises. That is what keeps the peace. And that is what we will have in a Romney-Ryan administration.

Opposed Cuba embargo until 2008; now supports Cuban freedom
On Ryan's record is that he once opposed the trade embargo on Cuba, a position that may surprise leaders in the traditionally Republican exile community in Miami. As the Miami Herald reported Sunday, the Wisconsin congressman was an upfront critic of the
embargo up until late 2008 when he told the Milwaukee Journal Sentinel, "If we're going to have free trade with China, why not Cuba?"
Ryan has since changed his position, a reversal that appears to satisfy Cuban American congressman Lincoln
Diaz-Balart, R-FL. "He was a free-trader and we explained to him the human-rights and terrorist record of the Cuban dictatorship," Diaz-Balart told the

American decline as world power is a choice, not a certainty

a more prosperous America would enable the nation to afford a modernized military that is properly sized for the breadth of the challenges America faces.
This budget resolution ensures that the base defense budget will not be cut during wartime. The
President's defense budget request is 2.5% lower in real inflation-adjusted dollars than what Congress provided for this year. The House Republican budget provides level funding for defense.

Foreign-owned national debt puts US at risk during crises
The nation's reliance on foreign creditors has increased dramatically over the past few decades. Foreigners now own roughly half of all publicly held US debt, a sharp increase from a generation ago when foreigners owned just 5% of US debt.
the nation vulnerable to a sudden shift in foreign investor sentiment, particularly during a time of crisis. If foreign investors begin to lose confidence in the US government's ability to solve its most difficult fiscal challenges, then they will demand
higher compensation to offset the perceived risk of holding US debt--meaning sharply higher interest rates.
During the financial crisis, foreigners flocked to Treasury debt simply because other investments looked so unsafe by comparison, and this
helped keep interest rates low. If the Congress continues to put off difficult choices regarding the nation's long-term problems, foreign investors will re- evaluate US creditworthiness and demand higher interest rates.

America is the most pro-human idea ever conceived
We will continue this fight because it is a fight about the idea of America. Americans aren't any particular nationality. And America isn't just a landmass from Hawaii to Maine to Wisconsin to Florida. America is an idea.
It's the most pro-human idea ever conceived of by man--the idea that our rights come from our Creator, not from government.
Americans today are being asked to subscribe to an ideology that is against the American idea.
It's an ideology that says that government creates rights--and government takes them away. This ideology rejects the goal of government as securing equal opportunity; it demands that government create equal results.
It is an ideology that treats citizens like children and politicians like divinities. It is not an ideology that need prevail in American life. Not on our watch.

Voted NO on supporting democratic institutions in Pakistan.
Congressional Summary:Pakistan Enduring Assistance and Cooperation Enhancement Act (PEACE Act): Authorizes the President to provide assistance for Pakistan to support democratic institutions; economic development; human rights; health care; and public diplomacy.
Proponent's argument to vote Yes:Rep. IKE SKELTON (D, MO-4): Pakistan is important to the Middle East and our intentions there. Their cooperation, of course, is so very, very important. This legislation gives economic and democratic development assistance to that country.
Rep. HOWARD BERMAN (D, CA-28): We can't allow al Qaeda or any other terrorist group that threatens our national security to operate with impunity in the tribal regions or any other part of Pakistan. Nor can we permit the Pakistani state and its nuclear arsenal to be taken over by the Taliban.
To help prevent this nightmare scenario, we need to forge a true strategic partnership with Pakistan and its people, strengthen Pakistan's democrat government, and work to make Pakistan a source of stability in a volatile region.
Opponent's argument to vote No:Rep. ILEANA ROS-LEHTINEN (R, FL-18): This bill focuses on past actions and failures attributed to the Pakistani Government, punishing the new leadership for the sins of its predecessors. While the authors of H.R. 1886 may have sought to empower our Pakistani partners to undertake the formidable task of fighting and winning against violent extremists, it does the opposite. We have gone down this road before. I recall during the Iraq debate, Members sought to prejudge the surge strategy before it could even be implemented. Let us hope that this will not be repeated with respect to Pakistan and Afghanistan.

Nonproliferation Treaty, including making serious reductions in their own arsenals, nor in the case of the US in ratifying the Comprehensive Test Ban Treaty.
Opponent's argument to vote No:Rep. BARBARA LEE (D, CA-9): In withholding my approval, I seek not to penalize the people of India but, rather, to affirm the principle of nuclear nonproliferation. Jettisoning adherence to the international nuclear nonproliferation framework that has served the world so well for more than 30 years, as approval of the agreement before us would do, is just simply unwise. It is also reckless.
Approval of this agreement undermines our efforts to dissuade countries like Iran and North Korea from developing nuclear weapons. By approving this agreement, all we are doing is creating incentives for other countries to withdraw from the Nuclear Nonproliferation Treaty.

Scholars agree that what the Armenian people suffered in 1915 to 1917 fits the definition of genocide. To date, 19 countries and 37 US states recognize the Armenian Genocide. Genocide is wrong. It is evil. It is evil whether its victims are Armenians, Sudanese, Rwandan Tutsis, Cambodians or European Jews. Not to acknowledge genocide for what it is denigrates the memory of its victims. Recognition of genocide is part of the healing process. Official recognition will reaffirm our tradition of protecting the vulnerable and inspire us to not stand by and watch as genocide occurs in our time.

Steadfast American backing has helped lead to Israeli peace treaties with Egypt and Jordan. And American involvement continues to be critical to the effort to achieve peace between Israel and the Palestinians.
We recognize that, despite the extraordinary closeness between our country and Israel, there will be differences over issues both large and small. Our view is that such differences are best resolved quietly, in trust and confidence, as befits longstanding strategic allies.
