Work is a gift, not a punishment; treat it that way

Work ethic is central to what it means to be a South Dakotan. Work is a gift, not a punishment. We should all treat it that way. I will be asking my Cabinet to review all of our social welfare programs. When we offer services and assistance, we should make sure that we encourage people to work--to earn their own way--if they can. Everyone needs a hand-up now and then. But we can't make these programs a way of life.
