Allow opt-out but keep system intact

Sowell supports the following principles regarding Social Seurity:
• Increase the payroll tax.
• Lower the annual cost-of-living increases.
• Raise the retirement age.
• Sowell says, "Allow those that wish not to be a part of the Social Security program to get out of it, but for the poor people, Social Security must be saved. If the surplus that has been used in the years past, were replaced, then Social Security would not have the bad reputation of going broke today."
