Supports charter schools, and founded one in Oceanside

Chavez is a big supporter of charter schools, having founded a charter high school in Oceanside after retiring from the military. As a big supporter of education reform, he might also force Harris to take a clear position on education issues, which tend to divide the Democratic Party.

Charge in-state tuition for veterans attending state college

Rocky Chavez authored AB13, "In-State Tuition for Veterans". Assembly Bill 13 would authorize the California State University system to waive nonresident tuition for veteran students using their GI Bill.

ISSUE BACKGROUND: The post 9/11 GI Bill will pay no more than the "public school in-state tuition and fees" per academic year. Therefore the veterans pay the difference between in state and out of state tuition out of pocket. For most veterans this is a significant financial barrier in attending a California school directly after discharge and before they have had the opportunity to establish residency.

AUTHOR'S STATEMENT: "Offering in-state tuition will provide veterans the option of attending one of our great universities where they will contribute to both our local and state economies. Without this incentive, these men and women will likely choose schools elsewhere, taking their time, talent and skills with them."

Voted NO on bilingual education in public schools

OnTheIssues Explanation: In 1998, California voters passed Proposition 227, which banned bilingual education. This new law repeals Proposition 227, and hence re-institutes bilingual education. 80% of non-English-speaking in California public schools speak Spanish, but bilingual education could apply to other languages as well. Replace school achievement testing with progress testing

Voted NO on student sports choice based on gender identity

Excerpts from Legislative Counsel's Digest: Existing law prohibits public schools from discriminating on the basis of specified characteristics, including gender, gender identity, and gender expression, and specifies various statements of legislative intent and the policies of the state in that regard. Existing law requires that participation in a particular physical education activity or sport, if required of pupils of one sex, be available to pupils of each sex.

This bill would require that a pupil be permitted to participate in sex-segregated school programs and activities, including athletic teams and competitions, and use facilities consistent with his or her gender identity, irrespective of the gender listed on the pupil's records.
