Resources to public schools to invest in proven initiatives
Under Governor Rendell, student achievement is on the rise at every grade level and in every subject. Pennsylvania's public schools now have the resources to invest in proven education initiatives like pre-kindergarten,
full-day kindergarten and tutoring. Almost 100 school districts are investing in class-size reduction in kindergarten through 3rd grade to benefit nearly 20,000 children.

Increase funding for education
For the first time in a generation, average state funding for education will ultimately reach 50 percent of the total cost. We will provide all districts with increased funding and cut local property taxes at the same time. We will offer school districts
the funds to reduce class size, provide pre-kindergarten and full-day kindergarten, and provide extra help for all students who need it. We will offer administrators and teachers the tools to get the job done. We can succeed in reforming public education

Reduce reliance on local property tax by more state funding
Rendell will uncouple education funding from local property taxes by dramatically increasing state funding for education while maintaining local curriculum control. This new funding will be generated from:
restructuring state government to ferret out waste & inefficiencies;
placing slot machines at Pennsylvania's existing four racetracks;
doubling the fee on cigarettes to 62 cents per pack.
