In the early 80's, I worked with Gov. Herschler to create the Wyoming Water Development Program. Our hopes for building water storage programs have not been fulfilled. Surely, this drought cycle will encourage us to re-double our efforts to build water
supply projects - large and small. The federal government has resisted WY's proposals, because they argued there was no need for water storage. As Governor, I will renew our fight with the federal government.
