Ban local and state taxes on Internet commerce

Smith introduced legislation that would permanently ban state and local governments from levying new taxes on Internet commerce. Currently, no new Internet taxes are allowed for the next 3 years, after which a commission would develop recommendations on how electronic catalogue business should be taxed. Smith maintained that local governments are thriving, and do not need tax revenue from the Internet.
