Established Peace Corps programs in Baltic republics
Chao was Director of the Peace Corps, the world’s largest international volunteer organization. As Director, she established the first Peace Corps program in the
Baltic nations of Latvia, Lithuania, Estonia, and the newly independent states of the former Soviet Union.
