Andrew Cuomo on Families & Children

Democratic Governor

Pass the Child Victims Act against abuse of minors

I am fully aware of the position of the Catholic Church. I happen to be Roman Catholic. A wise man said, "the abuse of minors is an offense so brutal, the church cannot remain indifferent to this, and the church must punish such priests, and that includes to support the legal action. There is no other way out of this because it's a crime. No worse, it's leaving them alive, but destroyed." That statement was made by Pope Francis and I say we stand with Pope Francis & we pass the Child Victims Act.

Middle Class Child Care Tax Credit for 200,000 families

I propose a Middle Class Child Care Tax Credit--more than 200,000 families will see their tax benefits more than double on average. A Middle Class Recovery Act will impact the entire state, but we need to think regionally. Why? Because the old approach to economic development was to have one plan for the whole state. We don't really have one economy in the whole state. Long Island is different than the North Country. What you really need to do is focus region by region and develop regional economies.

Prohibit Internet access to child pornography

Governor Cuomo and the Legislature also enacted a new law that will more effectively prohibit Internet access to child pornography and ensure that child pornography can never be legally possessed in the state. The legislation prohibits individuals from knowingly accessing, with the intent of viewing, child pornography on the Internet. This legislation closes a loophole to provide that an individual intentionally accessing a website to view child pornography can be charged with a class E felony.

Strengthen penalties for repeat domestic violence offenders

Every day, four women die in this country as a result of domestic violence. In New York alone domestic violence resulted in 91 homicides in 2008--a 25% increase from the previous year. We must bring domestic violence out of the shadows. Far too often, people believe that such violence is a private family matter since it most often occurs in the home, but this is a dangerous misconception. Domestic violence is a crime just like any other; only this crime is often executed on those individuals who are the most vulnerable. As Governor, Andrew Cuomo will work to protect those citizens who cannot protect themselves. He will strengthen the penalties for repeat domestic violence offenders, improve enforcement of orders of protection and guarantee that victims have a safe place to go by putting an end to housing discrimination against victims of domestic violence.
