2005: $24 million for "The Bridge": health care for homeless

Appointed by a previous mayor in 2005 as chair of the Metro Dallas Homeless Alliance, a volunteer position, Rawlings became known as the city's "homeless czar." After the city committed close to $24 million toward the Bridge, a facility to provide shelter, health care, and other services to the chronically homeless, he oversaw its construction and raised $12 million in private donations for its operations. "There is no question I've got access," Rawlings said about his fundraising efforts. But people don't give money because they're your friends.
