Transfer federal lands in Idaho to state & locals

Russ Fulcher: That's what happens with a remote bankrupt landlord 3,000 miles away. Most states received ownership of their land upon statehood, but not Idaho. The federal gov't doesn't have capacity to manage. As a result resources go up in smoke, wreaking environmental havoc and closing access. Idahoans have been good stewards since Territory days; yet regulations reduce availability and add red tape. Solutions include management transfer to locals to improve knowledge, communication, and accountability.
