Don't criminalize unlawful use of unmanned aircraft systems

HB195: This bill creates the crime of unlawful use of an unmanned aircraft system. The bill prohibits unmanned aircraft systems from flying over sporting events, concerts, automobile races, festivals, and events at which more than 5000 people are in attendance and critical infrastructure in the State of Delaware.

National Conference of State Legislatures summary: State legislatures continue to debate if and how drone technology should be regulated, considering the benefits of their use, privacy concerns and their potential economic impact. Since 2013, at least 44 states have enacted laws addressing drones and an additional three states have adopted resolutions.

Legislative Outcome: Passed House 37-1-3 on Jul/1/16; passed Senate 18-2-1 on Jul/1/16; State Sen. Colin Bonini voted NO; signed by Governor Jack Markell on Sep/6/16.
