Money for Alaskan dividends could have been better used

Bishop said much of the $17 billion that has gone "out the door" in dividends since 2002 could have been better used, as infrastructure investment that would have helped build the state's economy, for example. During the past decade, he noted, the state's gross domestic product has declined and Alaska has had net outmigration.
