Consider criminal record expungement for some offenses

The state needs to look at criminal record expungement for some offenses, Morgan said, and reentry opportunities and job training for people coming out of jail. "We need to change the paradigm and look at the dynamics, and not continue to punish people based upon what they did wrong after they've paid their debt to society and they want to move forward and make things better for themselves and their families," he said.
