We should--no, we must--strengthen our laws against the horrid practice of human trafficking, and we must do it in time for the Super Bowl, the kind of event at which the exploitation of young women is rampant in the absence of such a tough law.

Privatize prison management

It cost nearly $60 per day to house an Indiana prisoner, and a broke state could not afford to open New Castle [prison] on that basis. So the state found other jurisdictions as far away as Oklahoma who would do the job for $45 or $50, awaiting a time when it could staff New Castle under the collective bargaining agreements then in effect. Needless to say, those agreements would never have permitted the action I had called for: bidding out the management of the new facility to the nation's growing and highly sophisticated private corrections marketplace. When we did so, the winning bid came in well below $40 per day. What had been a million-dollar "white elephant" at New Castle opened under private management and had a stellar record, with zero escapes and fewer injuries than Indiana's traditional prisons. In 2010, it became the first facility in Indiana and one of the few anywhere to achieve a perfect score on its national accreditation inspection.

Incarcerate in a smarter way, based on danger to society

One opportunity lies in reform of our criminal justice system. A bipartisan task force of police, judges, prosecutors, and others fashioned a package of changes to see that lawbreakers are incarcerated in a smarter way, one that matches their place of punishment to their true danger to society. We can be tougher on the worst offenders, and protect Hoosiers more securely, while saving a billion dollars the next few years. Let's seize this opportunity, without waiting.
