Limit contributions and distribute public funds equally

Provide an equal amount of public funds to candidates who collect contributions of $100 or less and who agree to limit spending. Limit campaign contributions to $1,000. Close the soft-money loophole. Provide additional public funds to a candidate when faced with a wealthy, self-financed candidate. Require more frequent campaign finance reporting.
