Grant the pre-born equal protection under 14th Amendment.

Bill would implement equal protection under the 14th Amendment to the Constitution for the right to life of each born and preborn human person. The Right to Life Act declares that the right to life guaranteed by the Constitution is vested in each human being, and defines "human being" to encompass all stages of life, including the moment of fertilization or cloning.

Report on Medicaid payments to abortion providers.

A bill to require States to report information on Medicaid payments to abortion providers.
Directs each state that makes a Medicaid payment from federal funds during the fiscal year for any items or services furnished by an abortion provider to:
1. report to the Secretary of Health and Human Services on all such payments; and
2. publish the report on a public Internet website of the state.
• The report under subsection shall, with respect to each payment, include the following:
  1. A specification of the amount of the payment.
  2. A specification of the purposes for which the payment was made.
  3. A comparison of the amount of the payment with the amount of any such payment to the provider involved in any prior fiscal year.
  4. A specification of the number of abortions performed during the fiscal year by the provider involved.

• The term 'abortion provider' means an entity that
  • performs (or refers an individual for) an abortion; or
  • controls, is controlled by, or is under common control with, an entity described above.

Declare preborn as persons under 14th amendment.

A bill to implement equal protection under the 14th article of amendment to the Constitution for the right to life of each born and preborn human person. Declares that the right to life guaranteed by the Constitution is vested in each human being beginning at the moment of fertilization, cloning, or other moment at which an individual comes into being. Prohibits construing this Act to authorize the prosecution of any woman for the death of her unborn child.
