Beacon Hill Roll Call 11-02-2025
25-H4672MA Legislative Summary: Public School Library Access and Literacy Educator Workforce Study: Amendment #8 to bill H4672 [with] the following section:
SECTION 11B(a) The Department of Elementary and Secondary Education (DESE), in collaboration with stakeholders... shall study and make recommendations relative to the education workforce in public school districts in the area of reading and literacy development.
Summary by Franklin Observer, Beacon Hill Roll Call, 11-02-2025: Amendment would provide a framework to identify and approve a list of high-quality curricula that school districts will select from for kindergarten through third grade literacy. Rep. Brad Jones (R-North Reading) said, "I opposed this amendment because it would hand groups such as the Massachusetts Teachers Association and American Federation of Teachers an outsized role in determining how schools staff their literacy and reading workforce. These groups were opposed to this bill in its entirety; thus, it would be counterproductive to have them play such a prominent role in producing those recommendations."
Democratic Party Platform "Education" (p. 9): Massachusetts Democrats will fight for... Adequate resources, instruction, and support to ensure that all students can read proficiently by the third grade.
Legislative Outcome: Introduced by Rep. Marjorie Decker (D-Cambridge) as Amendment 8 to H.4672; passed House 132-22 on 10/29/2025 (Roll Call #101); LegisScan; BillTrack50 7 -1 2 -2 Education Education Dept. & unions should create literacy curricula Education Dept.& unions should not create literacy curricula Sponsored teacher unions creating literacy curricula https://malegislature.gov/Bills/194/H4672 https://malegislature.gov/RollCall/194/HouseRollCall101.pdf
