On Crime: Prohibit the use of for-profit prisons

Legislative Summary: HB2040: The For-Profit Corrections Prohibition Act. Provides that the State, any unit of local government, or a county sheriff, shall not contract with a private contractor or private vendor for the provision of services relating to community correctional supervision.

Analysis by Capitol News Illinois: The caucus supports a bill that would prohibit any unit of government from contracting with private entities to operate correctional facilities. Rep. Carol Ammons said this measure would open the door for the installation of private immigration detention centers in Illinois, such as one proposed by the Livingston County village of Dwight.

Legislative Outcome: Passed House 85-26-6 on Apr/10/19; State Rep. Delia Ramirez co-sponsored the bill and voted YES; Passed Senate 34-14-11 on May/16/19; Signed by Governor J. B. Pritzker on Jun/21/19

On Education: Include historical contributions by LGBT in curriculum

Legislative Summary: HB0246: Provides that in public schools only, the teaching of history of the United States shall include a study of the roles and contributions of lesbian, gay, bisexual, and transgender people in the history of this country and this State.

Statement in opposition by Concerned Women for America: Illinois public school K-12 history classes will include a study in the roles and contributions of LGBT people in American and Illinois history. Leftists have taken advantage of taxpayer money in public schools to promote and legitimize their LGBTQ ideology, while vilifying and stifling traditional values and beliefs.

Legislative Outcome: Passed House 60-42-15 on Mar/13/19; State Rep. Delia Ramirez co-sponsored the bill and voted YES; Passed Senate 37-17-5 on May/27/19; Signed by Governor J. B. Pritzker on Aug/9/19

On Environment: Mandates inspections, permits, caps for facility emissions

Legislative Summary: SB1854: Amends the Environmental Protection Act [so] that no facility shall have fugitive emissions of ethylene oxide above zero. Provides that each facility shall be subject to regular and frequent inspections and testing to ensure that no fugitive emissions of ethylene oxide exist.

Statement in support by Hepler-Broom LLC: Ethylene Oxide: This issue received a great deal of media and legislative attention during last fall's gubernatorial campaign and through the spring legislative session. The bill mandates that such sources obtain a permit in order to continue operation, mandates dispersion modeling, and directs the Illinois EPA to impose a site-specific cap on ethylene oxide emissions.

Legislative Outcome:Passed Senate 54-0-5 on Apr/10/19; Passed House 90-17-11 on May/30/19; State Rep. Delia Ramirez voted YES; Signed by Governor J. B. Pritzker on Jun/21/19

On Immigration: Protect immigrant families by ending cooperation with ICE

Legislative Summary: HB1637: The Attorney General shall propose new rules related to limiting assistance with immigration enforcement to the fullest extent possible consistent with federal and State law to ensure that facilities remain safe and accessible to all Illinois residents, regardless of immigration status.

Analysis by Lawndale News: Its chief aim is to protect families from being torn apart by U.S. immigration and ending all cooperation in the case of this practice of family separation. Further, this Act will end the practice of Illinois counties informing U.S. Immigration and Customs Enforcement (ICE) of any undocumented in Illinois jails in an effort to prevent deportation proceedings. Such an Act would end any and all partnerships in Illinois with ICE.

Legislative Outcome:Passed House 67-50-1 on May/27/19; State Rep. Delia Ramirez voted YES; Passed Senate 35-19-5 on May/30/19; Signed by Gov. Pritzker on Jun/21/19

On Jobs: Bans "right to work" laws; supports collective bargaining

Legislative Summary: SB1474: Employers and labor organizations may execute and apply agreements requiring membership in a labor organization as a condition of employment to the fullest extent authorized by the National Labor Relations Act. It is the policy of the State that employers, employees, and their labor organizations are free to bargain collectively.

Analysis by CBS-2 Chicago: With the support of labor unions, a new bill prohibiting municipalities in the state from enacting "right-to-work laws" was signed into law by Gov. Pritzker. The "Collective Bargaining Freedom Act" prohibits local right-to-work ordinances & imposes penalties for violations. [Voting "Yes" empowers unions by enforcing "collective bargaining"; voting "No" supports "right-to-work" laws that weaken unions].

Legislative Outcome:Passed Senate 42-12-5 on Mar/7/19; Passed House 101-8-9 on Apr/3/19; State Rep. Delia Ramirez voted YES; Signed by Gov. Pritzker on Apr/12/19
