Taxes shouldn't be the "go to" in bust times: must diversify
What is my stance on raising taxes? Let's look at this from a business perspective. In my business, if I am having a tough year, do I go out and ask my customers for more money on my services? No, I get creative, innovative, cut expenses,
and look for different revenue sources... diversify. In Wyoming, we need to save more in the boom times and push hard for diversification. Not push for diversification and look at taxing in bust times.

Wealthy need to pay their fair share; no more tax dodging
No one should ever have to pay a penny more in taxes than necessary to responsibly fund our government. However, pitching in paying a fair share of taxes to support our country is our Patriotic Duty.
When billionaires and corporations hire expensive accountants and lawyers to "move" money to tax they ensure that the rest of us pay more in taxes or that our government must borrow more to pay for services. Frankly, this is Un-Patriotic and Un-American.

One-year 1/2% reduction in sales tax
The Governor [can] order a one-hlaf percent reduction in sales and use taxes if general fund balances meet certain criteria. The reduction would be only for one year, and even though it might make sales tax accounting for our retailers difficult,
it would put some $80M back in the pockets of the people who have earned the money. I will support a reduction in the sales tax if the Legislature leaves the required balance of $35 million in the General Fund.

will arise if Wyoming chooses to grow beyond the minerals industry. "If we are committed to diversifying into other sectors that will not augment our mineral industry," he said, "then we're going to have to talk about what that tax structure means."

Wyoming is #1 state for good tax climate
During a time when so many had credit ratings drop, our state's credit rating went up--to the highest (triple A) rating. Conservative budgeting and forecasting practices were cited for the upgrade. A report from The Tax Foundation recently put Wyoming at
#1 of states with good tax climates. We have over $14 billion dollars in assets and can build on savings again this year while continuing to invest for future success through wise appropriations. Wyoming remains strong financially.

The rich and powerful pay the least amount of tax ever since it was adopted via the 16th amendment to the US Constitution in 1909. This historical reduction in their taxes has added trillions of dollars to the debt. The top marginal rate today is the
lowest in history at 37%.Please be admonished that Social Security and Medicare are funded by workers earned income out of every pay check they receive and are not part of the debt or the budget of the USA. All earned income ceases paying into social
security when they reach the current cap of $168,600 meaning our congressional delegation pays zero into social security from the last $5400 of earned income and unearned income has no social security flat tax whatsoever. ONLY workers are funding social
security and Medicare. Monopolies contribute zero dollars to these essential programs. Corporate profits fund zero dollars for these programs. I intend to support and introduce legislation to tap these free loaders for contributions to these programs.

Allow taxpayers to reject property tax exemption
Sen. Eric Barlow brought forward an amendment that would allow taxpayers to pay the full amount of property taxes due, without the exemption, if they choose to do so. "I hear from folks who say, I need the services in my community.
I want to have a way to pay if there is an exemption, a reduction," Barlow said. "This says that if you get the tax bill, and say it is a 50% exemption, that I can pay the full amount without the exemption."
