Phil supports and promotes individual rights including the rights of consenting adults to choose their lifestyle, but standing firmly against actions that harm children, including gender indoctrination, hormone therapy, and gender mutilation. No men in women's locker rooms or boys in girls' sports.

State Rep. Phil Lyman had his federal conviction on charges of leading an illegal ATV protest on federal lands wiped out in a pardon by outgoing President Trump. "People should not fear prosecution when they have done nothing illegal and I hope that my experience brings attention to the persistent federal attacks on rural Utah by the Bureau of Land Management, the U.S. attorneys, activist federal judges, and career politicians who choose to sit quietly when the moment calls for them to stand."

On Drugs: Protect legal users of medical cannabis from sanctions

The committee gave its support to a bill that would double-down on the state's policy that medical cannabis be treated like any other controlled substance. "It's almost like common sense would tell you if it's legal to use medical marijuana then it would be legal to have a card that says you can use marijuana. Then you wouldn't have to fear retribution from any employer, let alone a state subdivision employer," said Rep. Phil Lyman, R-Blanding.

On Education: Ensure parental rights on education choices and curriculum

Ensure parental rights when it comes to education choices and curriculum in public schools. No more criminalizing parents who speak up at school board meetings.

State colleges and universities should be bastions for free expression. They should challenge students to expand their views and to broaden their comprehension of the world around them. Still, they are state establishments and, as such, should refuse to host drag shows, should ban the practice of requiring preferred pronouns on campus, and should require U.S history and government classes. They should root out insurgent foreign ideology such as Chinese influence, environmentalist and climate change dogma, and other unfounded and cultish creeds, including religious tenets, that require unnatural adherence.

Utah has an abundance of mineral wealth. As our nation's energy demands increase, Utah should be poised to provide solutions. Utah is already a leader in oil, gas, coal, and uranium. The only thing preventing us from having a much larger impact is the federal administrative state. Enough is enough! It is time lead, not follow.

On Government Reform: Seen his best friends killed due to federal overreach

As someone who has seen his best friends killed as a consequence of federal overreach and control of our public lands, it surprises me that our state hasn't done more to control the resources & lands within our borders.

At best, we’re the #1 federally managed colony in the nation. Between the directors of the Bureau of Land Management and the U.S. Forest Service, two unelected administrative offices in Washington D.C. have more control over what happens on Utah land than the governor of our state.

None of the major policy decisions coming from Washington that impact Utah's lands suggest the existence of a good faith negotiating partner [seeking] to find consensus. As governor I would assert our coordination rights as a state on every federal land policy change to ensure that every federal land management decision that hurts Utah is litigated to the full extent of the law. Like Wyoming, I would make sure we have a dedicated fund to ensure that every adverse federal decision is litigated.

On Government Reform: Get real about bona fide attacks on our elections

When it comes to our elections, the best course to achieving trust in the system is to have systems that are trustworthy, including risk-limiting measures performed by independent third parties who have access to the necessary data to issue even very limited assurance to the public. We need to drop the rhetoric surrounding elections and get real about the bona fide attacks that our elections are under. P.S.--Zuckerbucks and the PEW Charitable Foundation will never give us the solution.

On Government Reform: Ban voting by mail & voter registration drives

Vote by mail and voter registration drives would be banned under a new bill in the Utah Legislature, H.B. 371. The legislation would also require paper ballots in most cases and require video monitoring of ballot counting. It also eliminates an option to prove your identity at polling locations without having a photo ID, like a combination of utility bill and car registration. Rep. Phil Lyman, R-Blanding, is sponsoring the bill and did not respond to multiple requests for comment.

On Gun Control: Give nonviolent offenders access to guns after three years

A Utah bill that would automatically reinstate nonviolent offenders' access to firearms three years after the end of their sentence passed favorably out of a House committee. The bill's sponsor, Rep. Phil Lyman, told the House Law Enforcement and Criminal Justice Committee on Thursday afternoon that passing HB507 would result in fewer people prosecuted for firearm-possession offenses, and fewer people going through the expungement process.

On Principles & Values: Running-mate: adoption lawyer Natalie Clawson for Lt.Gov.

It's her first time running for a political position, but Natalie Clawson said her background in practicing law and studying politics has prepared her to serve. Clawson will run as Phil Lyman's new lieutenant governor candidate.

The change in candidate comes after Layne Bangerter, Phil Lyman's original lieutenant govenor pick, was declared ineligible by a Utah judge. The issue was Bangerter's residency in Utah was not the minimum of five years "immediately" preceding the election as required by the Utah Constitution.

Born and raised in Utah County, Clawson studied political science and graduated from Brigham Young University's law school. "I've been involved in adoption law, state planning and other areas," Clawson said.

Clawson has also focused on education policies and laws impacting her children. She has also attended police academy, clerked for a Utah County judge and worked on the Secure Vote Utah initiative.

On Health Care: Criticizes health benefits expansion that he voted for

A Utah lawmaker and gubernatorial candidate has been sharply critical of a new state program expanding health benefits to some children of undocumented immigrants. Lyman has called the program "unacceptable" and asked his followers on social media whether Gov. Spencer Cox--who signed Senate Bill 217 last year which created it--loathes "legal, lawful, tax paying Utahns." But as one of his fellow Republican legislators pointed out, Lyman voted for the very bill he is criticizing.

On Principles & Values: Running write-in campaign: won convention & lost primary

State Rep. Phil Lyman lost the Republican primary election for Utah governor by nearly 40,000 votes in June. Now, in the midst of pursuing multiple legal challenges to Gov. Spencer Cox's eligibility for the ballot, he will launch a write-in campaign to replace the state's top official.

In a social media post, Lyman wrote, "I will be running as a write-in candidate in the general election in November," then told another, "There is a true conservative option."

At convention, Lyman secured a little over 2/3 of delegates' support, beating Cox, who landed on the ballot by gathering more than 28,000 signatures from voters. Cox emerged from the primary with 54% of Republican votes. [Lyman has sued to remove Cox from the ballot]. Delegates who participate in the convention process tend to lean further to the right than the state's larger Republican electorate.
