Bernie Sanders: Every president since FDR has tried to fix healthcare

Q: I'm drawn to your plan for universal health care, but I'm skeptical, since I have been hearing about universal health care from every political candidate I have voted for. What makes your plan different and able to become a reality?

SANDERS: Americans have been hearing about it for a lot longer than you have been alive. Teddy Roosevelt, way back when, over 100 years ago, talked about universal health care. FDR talked about it in the '30s and '40s. Truman and Johnson talked about it. Obama talked about it, and Carter; Nixon even talked about it. But what has been the problem all of this time? The problem is, at the end of the day, if we want universal health care, if we want to do what every other major country on Earth does--this is not a radical idea. I live 50 miles away from the Canadian border. They do it. Everybody has health care. You don't take out your wallet or your credit card when you go to the doctor or the hospital. They spend one-half as much per capita as we spend.

Bernie Sanders: More money into research for pandemics like coronavirus

Q: What about the coronavirus epidemic?

SANDERS: Well, for start, I would not do what Trump has done and cut funding for those federal agencies which deal with infectious crises. We would put more money into research to make sure that we are best prepared to what I fear may be happening more and more frequently. And we've got to go to the best experts that we can. But we need a global response to this global crisis.

Q: Is cutting off access with China, is that wise?

SANDERS: I don't think you want to cut off access. I think you want to put up protocols to do our best to make sure that we take a look at anybody who is coming into this country, I suspect. But I don't know you have to stop travel from China.

Deval Patrick: Crying need for research of Alzheimers & disabling diseases

Q: What will you do to address this public health crisis of Alzheimer's disease?

PATRICK: We have a crying need for deep investment in research around Alzheimer's and other chronic and disabling diseases. We used to do this in a robust way through National Science Foundation, National Institutes of Health, and others. We need to get back into that business. It was the withdrawal, in part, of that kind of research that has a link to why we pay higher drug prices today, right? We used to invest in basic research through government, much further along the development chain, if you will. So that when it comes time to commercialize, the private investment is smaller and therefore the need to harvest a return is not as great. This is beside your question. But let me say, I'm committed to science. Isn't it a ridiculous thing to have to say?And we have to invest in basic research at the government level, because that is one of those long-term investments that serves our long-term interests.

Pete Buttigieg: Support people facing assisted suicide from terminal illness

Q: A relative of mine was diagnosed with stage IV cancer and struggled with immense pain and loss of dignity for many months. Left without a viable alternative, he committed suicide at home. I have not heard from any candidate their thoughts on death with dignity laws. Where do you balance your religious beliefs with a patient's end-of-life wishes?

BUTTIGIEG: This is a good example of where I don't believe that my interpretation of my religion ought to be imposed on anybody. That's a personal approach. I believe that we need to look at the laws of this country and examine how we can best support people confronting these decisions. There's no easy answers. But I believe nationally we need to assess whether knowing what we now know about pain, about the management of the end-of-life, whether we've got it right or whether there are more steps we can take to make sure that as people are in their last days that they are able to pass away in dignity and in as little pain as possible.

Joe Biden: Biden Cancer Initiative: data from multiple researchers

I believe we can cure some cancers and make other cancers a chronic disease. [In 2017,] I left office and set up the Biden Cancer Initiative. Docs don't play well in the sandbox together. It's not that they don't work like the devil. They work hard. But now we can do a million, billion calculations a second. We're in a position where we can exchange information that's real. And what I was able to do with the Cancer Initiative was to turn this from an objective into a movement. We're learning that there may be multiple drugs needed to deal with a particular strain of cancer, just like with AIDS. But the idea of getting folks working on the same cancer strain to give you their information is almost zero. So I suggested, assign a numerical value to the effort you have underway, if you put your research on the table, and then we find a cure, it's worth 28% of whatever we do, yours is 17%, and go down the list. If, in fact, you get a cure for a particular drug, you get 28% or you get 16%.

Joe Biden: Tax capital gains at bracket levels to pay for health plan

Q: The Affordable Care Act has been gutted, most notably the individual mandate.

BIDEN: I'm going to restore the cuts, reduce out-of-pocket expenses and premiums, and add a Medicare option for those who want it. If you have private insurance, and you like it, keep it. If they cancel the policy, you can buy into the Biden plan. I'm adding $1 billion for dealing with drug abuse and opioids. I can pay for it by making sure people pay their capital gains at whatever their tax rate is.

Joe Biden: Must divulge cost of health care legislation

I have been around a while. I have gotten a lot of important bills passed through the Congress. Can you imagine going to Congress, Democrats or Republicans, and saying, by the way, let's have Medicare for all? How much is it going to cost? Who's going to pay for it? Well, I don't know. We will all find out later. You have to level with the American people, tell them what you think your plan is going to cost, how you're going to pay for it, and how you're going to get it done.

Joe Biden: Invest $50B in new agency to fight cancer

When I was asked to put together this cancer initiative, they asked why I brought in NASA. Guess who knows more about radiation than anybody in the world? We have a thing called DARPA, the defense agency. They came up with geo-positioning, and a whole range of other things. It's a separate agency, works on specific programs that will impact defense capabilities. I want to do the same thing for the Department of Health and provide ARPA [for health] and invest $50 billion in that agency.
