On Education: Increase education funding

The CT Supreme Court, in Horton vs. Meskill, said the state should be paying 50% of the cost of local education. Under John Rowland, the state’s share of local education funding has hovered around 40%. In the greatest economic expansion of our lifetime, the state has actually reduced its commitment to fund local education. One can only imagine what would’ve happened had we been in a recession.

As your Governor, I will increase the state’s share of education funding. If elected Governor, I will raise the state portion of local funding to at least 50%. That is just for a start. We need to do much more. But that will be a substantial step towards basic fairness in state funding for most children in Connecticut . As our most precious resource in every sense, there is no more important use of taxpayer dollars than this one-investing in our children

On Health Care: Expand health coverage; reduce costs by cooperative purchase

Connecticut spends about $4 billion a year on health care. If we don’t get costs under control, we won’t be able to extend health care to those who currently don’t have any. Because the State provides health coverage for all its employees- about 50,000 people-the state has leverage with the insurance companies. We should form a prescription drug purchasing cooperative, as has been done in other states. Again, it’s about using leverage to increase purchasing power. On Tax Reform: Cut property taxes by $1B

In 1994, I offered a plan that would have cut property taxes in Connecticut by more than $1 billion, a proposal that would’ve cut your property taxes by 25% or more. The Governor’s so-called tax relief came in the form of gimmicky rebates, gas tax cuts that went straight to the big oil companies, and larger tax cuts to businesses represented by well-connected lobbyists. Instead, the Governor should have dedicated every available dollar to property tax relief. He didn’t. When I’m Governor, I will.
