A decision to abort is between a woman and her doctor

I am pro-choice. I also believe that there are some issues that the government's no good at making for individuals. Among those decisions, are decisions made between women and their doctors. I believe that all of us can make a lot of strides as a country in reducing infant mortality and eradicating childhood hunger. And that's the common good, and that's the work we focus on even as we leave to the individual's conscience some of these other decisions the government's just no good at.

Abortions should be legal, without government restriction

On social issues, O'Malley would allow access to abortion. O'Malley has described his view on abortion as "pro choice". Aides have said he supported a 1992 Maryland referendum which stated that abortions should be legal, without government restriction, until the time in pregnancy when a fetus can survive outside the womb.
