Wage discrimination bill is regulatory overreach

MINIMUM WAGE/LABOR:

Republicans: Oppose wage discrimination bill as regulatory overreach, with all but seven House Republicans voting against it.

Democrats: Prohibit wage discrimination on basis of sex. Bill made it easier to sue for wage discrimination and required Department of Labor to conduct studies to eliminate pay disparities. Senate hasn't considered.

ObamaCare slows employment growth; discourages fulltime work

President Obama's signature health care law has proven unaffordable, unworkable, and intrusive in Americans' everyday lives. ObamaCare has had negative effects on employees, their employers, and the U.S. economy. Individuals are discouraged from work in part because the premium subsidies decrease as wages increase, effectively raising the marginal tax rate on Americans trying to earn a living. In other words, earning more can make health coverage more expensive.

Another harmful feature of Obamacare coincides with troubling trends in the labor market. For example, more than 6.4 million Americans are now working part-time because they cannot find full-time work; that is over two million more than the amount seen before the recession. And there is reason to believe Obamacare has stalled progress in reducing that figure. New data shows a decline in the average hours worked per week by lower-wage employees and many more employees working just below 30 hours per week.

NLRB is skewed in favor of special-interest unions

Case Study: Rewriting the Rules to Promote a Culture of Union Favoritism

It is hard to imagine a federal agency that has imposed more radical change on America's workplaces than the political appointees at the National Labor Relations Board. Since 2009, the NLRB has consistently pursued an agenda that favors union activism while turning a blind eye to the concerns of employers and rank-and-file union members.

Task Force Solution: Hold the rogue NLRB accountable to workers and employers.

House Republicans will conduct aggressive oversight of the NLRB's attempts to implement regulations skewed in favor of special-interest union supporters. House Republicans will advocate for legislative solutions that overturn the board's extreme agenda & restore labor policies that have served workers and employers well for decades, including guaranteeing fair union elections, reinstating the traditional joint employer standard, and ensuring bargaining units promote the best interests of all workers.

Support employee ownership over union elites

Republicans believe that the employer-employee relationship of the future will be built upon employee empowerment and workplace flexibility, which is why Republicans support employee ownership. We believe employee stock ownership plans create capitalists and expand the ownership of private property and are therefore the essence of a high-performing free enterprise economy, which creates opportunity for those who work and honors those values that have made our nation so strong. Today's workforce is independent, wants flexibility in working conditions, needs family-friendly options, and is most productive when allowed to innovate and rethink the status quo. The federal government should set an example in making those adaptations, especially in promoting portability in pension plans and health insurance.

The current Administration has chosen a different path with regard to labor, clinging to antiquated notions of confrontation and concentrating power in the Washington offices of union elites.

The best jobs program is economic growth

The best jobs program is economic growth. We do not offer yet another made-in-Washington package of subsidies and spending to create temporary or artificial jobs. We want much more than that. We want a roaring job market to match a roaring economy. Instead, what this Administration has given us is 42 consecutive months of unemployment above 8 percent. Republicans will pursue free market policies that are the surest way to boost employment and create job growth and economic prosperity for all.

Recognize that people depend on land for livelihood

We recognize the vital role the timber industry plays in our economy, particularly in homebuilding, and we support its efforts to improve the health of the country’s forests. Because so many people in rural America rely on public forests for their livelihood, a Republican administration will promote sustainable forest management, using the best science in place of no-growth policies.

Small business deserves better treatment from government

Small businesses generate more than half the gross domestic product. They deserve better treatment from government. We will provide it through lower tax rates, ending the death tax, cutting through red tape, legal and product liability reform, and the aggressive expansion of overseas markets. In the case of OSHA, we will withdraw its proposed ergonomics standard. Almost 60% of uninsured workers are employed by small business. That is reason to allow 100% deductibility of health insurance premiums.

Increasing minimum wage makes country uncompetitive

Faced with the unpleasant task of explaining to low- and moderate-income workers in their districts why they were not willing to support a long overdue increase in the minimum wage, six northern Republicans broke away from Gingrich and backed the legislation, with another 14 Republicans waiting in the wings.

The debate itself was quite extraordinary. In effect, Republicans argued that miserable wages are good for America because they keep the country competitive. For workers, of course, this "competition" means a race to the bottom: responding to wages paid in China, sometimes as low as $0.20/hour.

While Republicans claimed that a small increase in the minimum wage would lead to job loss, their argument hid a more important issue. The major crisis of the current period is not unemployment, but the rapid decline in working-class wages. While unemployment remains too high, the more serious problem is that real wages for American workers have declined by 16% over the last 20 years.
