2010: high civil discord threatens democracy's legitimacy

Pres. Carter said in 2010, "Obama suffer from the most polarized situation in Washington that we have ever seen--even maybe than the time of the initiation of the war between the states."

Six months after a comeback victory in 2010, Gov. Jerry Brown of California was echoing his old rival Jimmy Carter: "We are at a point of civil discord, and I would not minimize the risk to our country and our state. We are facing a regime crisis. The legitimacy of our very democratic institutions is in question."

Forced legislators to comply with campaign disclosure laws

As Attorney General, Brown forced legislators to comply with campaign disclosure laws and exposed President Nixon's use of falsely notarized documents to improperly earn a large tax deduction. Before Watergate, Brown authored the Political Reform Act of 1974, which was overwhelmingly adopted by the voters of California. This law established some of the nation's toughest regulations governing campaign disclosure and lobbyist activities.
