Ultimately our best tool, and our advantage in this kind of asymmetrical warfare with terrorists, is technology. We need to make some decisions about getting new generations of technology. There also may be, in terms of financing this
kind of new technology, some tools we can use in terms of alternative ways of financing that would get it out there more rapidly than in the conventional method. We've got to look at that as well.
