In 1986, Reno decried the system [that] prevented women from taking even part-time, minimum-wage jobs because they would lose their Medicaid benefits. “We are in the fourth generation of children raised in that atmosphere. Our welfare system has to give people a sense of hope, get them off this bureaucratic treadmill and give them an opportunity.” She came out strongly for transitional assistance during a woman’s return to work, including providing health and child-care.
