Scott Walker in Speech at 2015 CPAC conference

On Jobs: Right-to-work rules stand up for the hardworking taxpayers

Walker's goal was to excite the activist crowd [at the CPAC convention] with an energetic speech. So he chose not to stand at the podium that was provided, instead walking around the stage, gesturing and playing off the crowd. He touted his blue-collar background and his conservative policy accomplishments, to frequent cheers.

Overall, Walker looked confident. His speech was enthusiastically received. And toward the end, there was even a bit of a spontaneous "moment," when Walker said Wisconsin was about to become a right-to-work state, and a protester began shouting. Walker yelled in response, "Those voices can't drown out the voices of millions of Americans who want us to stand up for the hardworking taxpayers!" The audience stood up and roared with applause.

On Homeland Security: Build up U.S. military to take out ISIS entirely

On ISIS, Walker stated, "you've got to take them out entirely--it takes a combination of building up force in terms of the United States military, which I think has fallen to woefully low levels here, it standing up with our allies like Israel, it means working with other allies around the world, but it also means making partners even in the Arab world--Jordan, certainly Turkey, Saudi Arabia and others--Egypt, for sure, of late have seen what's happened, they want a leader in America."

On Homeland Security: Ensure against radical Islamic terrorism on American soil

[As governor I got terrorism] threat assessments from the FBI. And without divulging confidential information, for years I've been concerned about that threat not just abroad but here in American soil. You've already seen some of the reported stories about what we see in the Twin Cities and some the issues there I think it is clear.

I know all of you parents [with children in military service] feel the same way: I want to know the commander in chief will do every thing in their power to ensure that the threat from radical Islamic terrorists do not wash up on American soil. We will have someone who leads. And ultimately we'll send a message not only that we will protect American soil but do not take this upon freedom loving people anywhere else in the world. We need a leader with that kind of confidence. I can take on a 100,000 protesters [in union protests in Wisconsin and] I could do the same across the world.

On Immigration: No amnesty; close the back door & enforce the law

Wisconsin Governor Scott Walker (R) declared "there should be no amnesty" at CPAC. When asked what he believes should be done with illegal immigrants already in the country, he stated "there should be no amnesty. You should secure the border, not just for immigration reasons, but why would you put a fence around 3 sides of your home and leave the back door open? That's what we have when we guard our ports, we guard our airports, we don't guard our borders--beyond that you've got to enforce the law. We put the onus on employers to give them an E-Verify type system where they have access to enforce the law."

Regarding DHS funding and funding for the president's executive action on immigration, he said "you have got to tie the two together, and instead of playing on defense you have got to play on offense and put the pressure back on the president and his allies."
